minor change to the aes annual report screen

The AES Annual Report screen has an incompatibility with the new user interface set to release on 12-10-2019.  The dependent field incompatibility is the text that renders under the Federal Focus Area field after it changes.  We are choosing to remove this text from the system at this time.  We may choose to replace it with a help bubble pointing to an internal website with current and updated info at a later date.  We do not believe this change will have significant impact on faculty reporting due to the clear nature of the federal focus area options that do not really need the supporting detail.
