Description: 
Fix the under review section and dates for selection contracts and grants.

The selection criteria for contracts and grants under review was incorrect.  The criteria was "Currently Under Review", while the dropdown actually says "Under Review".  Also requested that the Submitted date also be used to determine if a record fell within the reporting period.  Date criteria for selecting a record is by default based on the start of funding, but an in review, or not funded grant may have a submitted date within the period of interest.
